Delegation check

Two lists of nameservers exist for every zone: the one its parent hands out, and the one the zone publishes about itself. They are supposed to match, and a surprising number do not.

The parent zone's nameserver list is read from a real referral, not from a recursive resolver, so it is the delegation as the parent actually publishes it.
